Moving Home - Updated Changes to Lockdown Level 4 Regulations

A new directive was published on 13 May 2020 with regard to moving of home during Lockdown level 4. The deadline of 7 June 2020 has been dropped, people are allowed to move on a once-off basis and it will be possible to move a business. A permit is required to travel over provincial, metropolitan and district boundaries.   

Changes to Lockdown 4 regulations now allow for limited home moves. These amendments were gazetted on 6 May 2020 by Minister of Cooperative Governance and Traditional Affairs, Nkosazana Dlamini-Zuma and were brought about to assist those left in limbo by the Lockdown. It should be noted that the changes only relate to residential moves and in terms of this must be done between 7 May 2020 and 7 June 2020.

In Government Gazette number 43293, the Minister provided guidelines with regard to how the above will work. 

Before getting too excited, first consider the following conditions and limitations:

  • The amendments are specifically for people who signed leases before or during the lockdown period; or

  • For owners of properties registered in the Deeds Office before the lockdown period.

For those who comply with the above, movement will be allowed between provinces, municipalities and districts. Household goods may be transported. Public and private transport may be used for the move but shall be limited to the number of persons allowed per vehicle, as per the directions of the Minister of Transport.

If complying with the above, it will further be necessary to obtain a permit from the Station Commander of a Police Station. In order to obtain this permit it will be necessary to provide documentary proof in the form of either the relevant lease agreements (old and new lease with applicable expiry and commencement dates) or transfer documents. It is important that the permit should indicate the names and number of people who as part of the household are required to move.
